I would like to do a watercolor background with a colored pencil design on the SAME paper together - which is the better paper for both in one design - the stonehenge aqua cold press or the hot press?

Either the coldpress of hotpress is suitable. However, many colored pencil artists prefer the smoother surface of the hotpress to obtain finer details.
